The U.S. Postal Service has named Sam Pulcrano, a 33-year agency veteran, as its first vice president of sustainability. Pulcrano, who currently serves as USPS director of safety and environmental performance management, will coordinate all energy and environmental programs.

ShopNBC, a 24-hour TV shopping network, has appointed Kris Kulesza senior vice president/chief merchant. Kulesza was most recently vice president/general manager at Hallmark Direct, a division of Hallmark Cards.

John W. Irvin, executive vice president and president of J.C. Penney Direct, is retiring from J.C. Penney Co. Irvin joined Plano, TX-based Penney in 2001 from Spiegel, where he had been president/CEO. His position will not be filled; Penney has been consolidating merchandise, marketing and other functions for the catalog and Website with its department store teams.

Jason Rapp has been promoted to CEO at Gifts.com, which is part of IAC/InteractiveCorp's network of Websites. Rapp has been with IAC since 2006, where he was most recently the company's vice president of mergers and acquisitions.

Barbara Turf has been promoted from president to CEO of home goods cataloger/retailer Crate & Barrel. Turf replaces founder Gordon Segal, who will remain as chairman of Euromarket Designs, which owns Crate & Barrel, CB2 and Land of Nod.

Radnor, PA-based Airgas has promoted Jack Appolonia to vice president of the company's construction and rental businesses. Appolonia had been an area vice president within Airgas East since August 2004. Chuck Broadus, president of Airgas Specialty Products, has been named president of Airgas Refrigerants, a new division formed following the company's June acquisition of Refron.
